Issam Dakka was born in Antwerp, Belgium, to Moroccan parents from Tangier and Tetouan. The second youngest of six children, he grew up in a culturally rich environment that would later shape his artistic voice. After graduating from culinary school, Issam initially pursued a degree in English teaching at AP University. It was there that he discovered his passion for acting. Determined to commit fully to the craft, he enrolled at the Royal Conservatory of Antwerp, where he studied Drama. After three years, he left the conservatory to focus on building his professional career. Issam made his screen debut in Professor T (2018), portraying antagonist Youssef Benali. This was followed by appearances in Baptiste and Women of the Night. In 2020, he gained wider recognition with his role in the second season of De Luizenmoeder. He further established himself with a recurring main cast role in the hit series Lisa (2021–2022). Between 2023 and 2024, Issam appeared in numerous national and international productions, including Dertigers as lead character Sami, Alter Ego as Mehdi, Amazon Prime’s Everybody Loves Diamonds alongside Kim Rossi Stuart, Michael McDowell, and Rupert Everett, and the Icelandic series Heima Er Best. In 2025, he reprised his role as Sami in the final season of Dertigers. In 2026, Issam appears in the Berlinale-selected feature film Heysel85, stars in a supporting role in Floating, and takes on a recurring role in the upcoming telenovella Florentina.
